Higher website rankings: A table for choosing the right page

Google ranks individual pages, even when a request concerns the whole website. Use Search Console to sort URLs into four categories and choose a page to improve.

"Please get our homepage to show up at the top of search." Requests for higher website rankings often refer to the entire site. Google does not assign a single ranking to an entire site, so the request still needs a target page.

First, decide on the target page. People find home pages, service and product pages, and blog posts through different queries. The page that generates inquiries is often different from the page that gets search impressions. Grouping Search Console's performance report by page shows this distribution by URL. Here is how to sort those URLs into four categories and choose a target page.

1. The unit Google uses to rank websites

Google ranks pages individually. When PION receives a request for higher website rankings, we start by pairing a target URL with the query it should rank for. The Google Search Ranking Systems Guide states that site-wide signals also factor into ranking, and immediately after comes the sentence, "Having great site-wide signals doesn't mean all of a site's content will always rank highly." It also states, "And having poor site-wide signals doesn't mean all of a site's content will rank poorly" (updated December 18, 2025).

In Korean, the loanword for homepage is used to refer to a company's entire website. So a request to raise the homepage's ranking means the whole domain, yet Google has no rank assigned to an entire domain. The first task is therefore to turn that request into a specific URL and search query.

2. Where to see which pages appear in search

Changing the dimension to page in the Search Console performance report brings up impressions and clicks by URL, and PION looks at this screen first during the site audit stage. The Performance report overview and default settings help page explains, "A dimension defines how the data in the table is grouped," and has you choose one of query, page, country, device, search appearance, or date from the tabs above the table. The page tab is the table aggregated by URL.

Even within the same screen, the average position on the graph at the top and the average position in the table mean different things. The graph value is an average that, across the whole domain, collects only the single highest-ranked result for each search, whereas the table value, as the help page describes, is the "average position in Google search results for the specific URL or grouping dimension shown in the table row." If you want to know the homepage's ranking as a single number and read the graph value as the site's ranking, the target page is still undefined.

3. A page classification table for choosing the target

Sort the URLs with the most impressions into four groups: pages that attract search traffic, generate conversions, do both, or do neither. This narrows the target to one group. PION starts site audits with this table.

All the values to put in the table are on a single screen of the Search Console performance report.

  1. In the performance report, set the period to the last 3 months and select the page tab above the table.
  2. Write the top 20 URLs by impressions into one of the four categories above.
  3. Clicking a URL in the table applies a filter for that URL. Move to the query tab and write the top five search queries that page receives into the adjacent cell.
  4. Mark the search queries people enter when considering a purchase, such as an industry name, a provider, a cost, or a comparison.
  5. If the marked queries all lead to pages in the first category, choose one URL in the second category that should receive search traffic from those queries.

These steps turn a request about the whole site into a task for one URL.

4. Why only blog posts show up instead of the service page

Even when they cover the same topic, the expressions customers type into the search box are often found only in the blog posts, so PION rewrites the title and body of the service page in the wording of those search queries. Google's How Google Ranks Results document explains, "The most basic signal that information is relevant is when content contains the same keywords as your search query." Service pages contain product names and brand phrases, while what customers type is often an industry, a cost, or a symptom.

The same document adds, "The weight applied to each factor varies depending on the nature of your query." Search queries for finding information and search queries for choosing a provider differ in nature, so different URLs surface even within one domain. There is no reason to reduce a blog post's impressions; creating a link from that post to the service page helps the target URL instead. Google's SEO Starter Guide says of link text, "This text tells users and Google something about the page you're linking to" (updated December 18, 2025).

Analyzing impressions without clicks, or clicks without inquiries, is beyond this article's scope.

5. Steps to improve search visibility after choosing a target page

Rewriting the title and body of the single URL chosen from the classification table to match that search query, and creating internal links to that URL from other posts on the same site, are the first two steps. If you edit the entire site all at once in an effort to increase website visibility in search, you cannot later trace back what changed the ranking. Narrow it down to a single URL and a single query, note the edit date, and record the subsequent per-page impressions and average position in the same table.

Different changes take different amounts of time to affect rankings. The SEO Starter Guide writes, "It can take some time for any changes to be reflected in Google," and adds, "Some changes might take effect in a few hours, while others could take several months." If you roll back an edit merely because the ranking is unchanged after a week, you lose any way to compare what actually had an effect.
