Why you rank high on Google but get no clicks
· PION
Use Search Console to find queries ranking in the top 10 with zero clicks. Compare impressions, rankings, and clicks, then check what appears above your result.
A site can reach an average Google position in the top 10 and still have queries with 0 clicks. The steps offered as "how to appear in Google search" or "getting your site shown on Google" end at raising the ranking, so you still need to find where progress stopped: impressions, ranking, or clicks.
For every post on its own blog, PION cross-references Search Console's impressions, average position, and clicks for each query, and records GA4 traffic and inquiries alongside the same post. That's because queries appear that rank within the top 10 yet get no clicks. The actions for registration/indexing and the 'Indexed, 0 impressions' state are in the status table of Google search registration and site registration check, plus what to check when it still doesn't appear after registering, and this post covers the next stage: impressions without clicks.
1. Rankings apply to a query and a page
A Google ranking belongs to a page for a specific query. PION therefore records each query-and-page pair, rather than a ranking for the whole site. Google Search Central's Guide to Google Search ranking systems (updated December 18, 2025) explains, "Google's ranking systems are designed to operate at the page level, using a variety of signals and systems to figure out how to rank individual pages." The SEO Starter Guide (updated December 18, 2025) states, "There's no secret to getting your site to rank #1 on Google automatically."
Terms like "top ranking on search engines" or "top ranking for a query" also refer to the per-query page ranking. Only when the goal is written as "what position is this page in for this query" can you manage search engine visibility.
2. Where to look up the average position by query
Group the Search Console performance report by query to check average position. Use manual searches for reference only. The What are impressions, position, and clicks? help article defines the three metrics.
| Metric | Help article text | What to watch when comparing |
|---|---|---|
| Impressions | "How often users saw a link to your site on Google." | "An impression is counted each time an item appears on the current results page, regardless of whether the item is displayed when you scroll." |
| Position (average) | "The relative position of a link's placement as shown on Google." | It's "the average value across all queries," so if 2nd and 18th are mixed together it becomes 10. Read it separately by query. |
| Clicks | "How often users clicked a link to your site on Google." | Count inquiries separately in GA4. |
The Performance report (Google Search results) help article explains that the reason a manually searched ranking differs from the table is "because Google Search results vary depending on the searching user's time, location, device, and recent history." Record the Google query visibility ranking based on the average value in this table.
3. Why top-10 queries get 0 clicks
Filter for queries with an average position in the top 10 and 0 clicks. Record what fills the first screen in an incognito window to identify the cause for each query. PION creates this list for each post to prioritize fixes.
| Step | What to do | What to record |
|---|---|---|
| 1 | In the performance report, choose the Queries tab, a time range of the last 3 months, and search type Web (Google web document visibility). | The query table |
| 2 | Move only the queries with a position within 10 and 0 clicks to the list. | Query, impressions, position |
| 3 | Enter the query as-is into an incognito window and write one line on what occupies the first screen. | AI Overview, ads, map pack, videos, competitor pages |
| 4 | Mark whether our link is on the first screen or only appears after scrolling. | On the first screen · below the fold · not present |
If our link is on the first screen but the AI Overview and ads take up the top, it's a screen-layout problem, so we fix the title link and meta description or restructure the body so it gets cited in the AI Overview. If our link is below the fold, it's a ranking problem. Since even a position of 9 is counted as an impression, the number "within the top 10" alone doesn't mean users saw it. If a query is unrelated to our service, remove it from the list. Queries with 0 impressions are a registration/indexing-stage problem, so leave them out of this list.
The Why is my site's traffic dropping? help article writes, "Ultimately, impressions, clicks, and total number of visitors are the measures that determine a site's success," and recommends, "Search in incognito mode to see which sites are performing better, and think about why."
4. Why inquiries don't grow even as blog visibility rises
Google blog search visibility comes from information-seeking queries, while inquiries come from queries that surface when someone is considering a purchase, so if the two kinds of queries lead to different posts, visibility can rise while inquiries stay flat.
| Query | What it means | In this post |
|---|---|---|
| Google blog visibility, Google blog top ranking, how to get blog visibility on Google | Google visibility for a blog on your own domain | This section |
| How to get top blog ranking, top-of-page blog visibility | Top-of-page visibility for Naver blogs | It's a Naver rule, so out of scope |
The impressions help article explains, "Being shown to or clicked by people who feel the content isn't useful and immediately leave is not a good way to grow website traffic and build loyalty." Give readers of informational posts a next step leading to a page where they can consider a purchase. Count inquiry events by landing page in GA4 to see which posts generate inquiries. When PION sets target queries, it writes purchase-consideration queries and information-seeking queries separately.
5. Three of the "how to appear in Google search" methods that don't work
Google's SEO Starter Guide says the meta keywords tag is ineffective and keyword stuffing violates its policies. Its agency-selection guidance warns against ranking guarantees. PION removes these three first during the site-audit stage.
| What gets recommended | Google document text | What to do instead |
|---|---|---|
| Putting queries in the meta keywords tag | SEO Starter Guide: "Google Search doesn't use the keywords meta tag." | Match the title link and meta description to the query. |
| Repeating the same query in the body | SEO Starter Guide: "Repeating keywords to attract attention violates Google's spam policies." | Place one page per query. |
| Rank guarantees | Do I need SEO? (updated June 11, 2026): Be wary of "companies that claim to guarantee rankings or claim to have a 'special relationship' with Google." | Record the edit date and the position afterward in the same table. |
If a proposal claiming to increase query visibility contains these three, just cross-check them against the two documents above first.
6. The difference between top ranking and AI answer visibility
Queries where the AI Overview took up the first screen in the step-3 list are handled separately from ranking problems, and PION records them as candidates for AI Overview citation. According to AI features and your website (updated December 31, 2025), the AI Overview selects reference links from among indexed pages, and "there are no additional technical requirements beyond that." The impressions help article assigns the same position to every link within an AI Overview and explains, "When you click a link in an AI Overview that leads to an external page, it's counted as a click," so a link of ours cited within an AI Overview in the list has a position equal to the AI Overview's, and if it's in the zero-click list, it means it wasn't clicked.
ChatGPT search is separate from Google's index, so OpenAI's Overview of OpenAI Crawlers recommends, "we recommend allowing OAI-SearchBot in your site's robots.txt file," and the steps to check are in 5 ways to check whether your brand appears in ChatGPT answers.

Frequently asked questions
How do you achieve a high Google ranking?
Choose one query, build a page that answers it, and record average position and clicks together in Search Console, grouped by query. Because Google's ranking systems operate at the page level, there is no such thing as a ranking assigned to the whole site, and the Google SEO Starter Guide too states, "There's no secret to getting your site to rank #1 on Google automatically." PION records ranking, clicks, and traffic in the same table for each query-and-page pair.
Why do I get no clicks even though I rank high on Google?
It's when the AI Overview, ads, map pack, and videos occupy the first screen of the search results and our link is below the fold, or when the query's intent differs from our page. Because Search Console counts an impression whenever an item is on the results page regardless of scrolling, positions of 8-10 are often impressions users never saw. If you filter for queries with a position within 10 and 0 clicks and record the screen layout in an incognito window, you can identify the cause for each query.
Why do I get Google blog search visibility but no growth in inquiries?
The queries bringing those impressions come from people looking for information. Visitors to informational posts aren't at the inquiry stage, so give them a next step leading to a page where they can consider a purchase. Count inquiry events separately by landing page in GA4 to identify the cause. Top-of-page visibility for Naver blogs follows Naver's search rules, so it's outside the scope of this post.
Which "how to appear in Google search" methods don't work?
The meta keywords tag, repeating the same query, and rank guarantees. The Google SEO Starter Guide writes, "Google Search doesn't use the keywords meta tag" and "Repeating keywords to attract attention violates Google's spam policies," and the vendor-selection document 'Do I need SEO?' advises being wary of companies that promise to guarantee rankings.
If I rank high on Google, will I also appear in the AI Overview or ChatGPT answers?
Google states that the Google AI Overview and AI Mode use the same index as regular search and have no additional requirements, but ChatGPT search is separate, so OpenAI recommends allowing OAI-SearchBot in robots.txt in order to appear in search results. In Search Console, AI Overview impressions and clicks are summed into the 'Web' search type, and all links within an AI Overview receive the same position.
